How can you predict when people are going to change their minds or circumstances change eg illness. If ticket returns are to be allowed (perhaps with a restricted number of opportunities) then whoever subsequently buys the re sold ticket will be greatful for the opportunity and not worry about...
Not for these games. UEFA, sponsors etc take a load of tickets. For STH to be accommodated some will have to be in different seats and there are unlikely to be many non STH tickets.
Guaranteed seats for people who live overseas, don’t have a ST, don’t go to Albion games and will only buy memberships if it gives them a guarantee :)

As Bozza mentioned earlier the club are likely to want as many fans as possible to get the chance to go to a game. Your suggestion would achieve the opposite with the non STH seats. Selling these tickets will be very easy so absolutely no need for the club to package them in any way.
