Quite a simple answer. Those rules don’t try to prevent away supporters buying tickets in home ends. That isn’t solvable. It happens at every ground in the country. If you want to solve that problem then you need to propose some more rules for it.

I’m guessing that’s easily solved with a questionnaire. Q are you a tout ? A yes….ticket not sold A.no…..everything is tickety boo
