You think ? I'd suggest most cat 1 + 2 acadamies sign players dubbed "the next big thing" every year. I'd be more excited if the kid was 15 but that said its well worth a punt. At 19 years old if hes decent then he will be pushing the first team very quickly. If not then it was worth the risk...
