Im not sure about Hereford itself, but the surrounding villages are very much as you describe. Any development is viewed with suspicion, and the default mentality is to oppose everything.
I live quite near Hereford, so I get to see the stadium at fairly regular intervals. The place hasn't been touched since the mid 90's. Quite honestly it is ready to be demolished before if falls down.
