    The money that is recovered in fines is distributed amongst the teams that do comply. So not entirely toothless.

    That may well be the case, yes. Season Ticket sales were up again though and that is a major chunk of income. As matchday income in season 1 and probably 2 was much higher than they first thought, I would HOPE that they have not taken that into account too much for future budgeting purposes.
