No. It only applies when clubs have qualified for European competition and changes have to made to the overall ownership/setup of the clubs concerned. In USG's case Tony Bloom reduced his share in the club to 25% (taking him below the UEFA limit of no-one owning more than 30% of a second club)...
Nope the UEFA ban prevents any moves between us and USG until September 2024, which effectively means no transfers can take place until the January 2025 transfer window. The ban also covers moves between other co-owned clubs Aston Villa FC and Vitória Sport & AC Milan and Toulouse.
