Like my feeling about the living wage*, if you cannot resource a business on non-ZHCs then you shouldn't be running a business. * if your business can't pay the living wage it's an unviable business.

This. Inheritance tax is as good a tax as any a) it will not affect me as I won't need any cash when I'm gone and b) as you say, a chosen few get a few quid for doing **** all. I can't think of any other tax which works so well. It's win-win.
