Yes I've seen the pattern you describe regularly in other versions when promoting to a new league 3,4 or 5 spots above where the team started the save. The reason I'm grumpy is I can usually snap a team out of any mid-season slump in a few games, but in CLASSIC mode felt completely helpless...
