What makes me laugh is that, ultimately, PB works for TB, who possibly makes some of the decisions that PB gets criticised for. If not, he'd certainly have a say!

Maybe, but to everyone who IS honoured (presumably) it's a big deal. I don't see the amount of these gongs given out devaluing them because they are all so personal to the recipient.
Have you ever read through one of the honours lists? There are hundreds of 'normal people' recognised every time!
Most of the media typically only picks up on the famous ones (apart from local news, who highlight some local recipients) because they are, well, famous.
