Bearing in mind that they're not wanted, and the neighbourhood is scared of them and their violent threats of retribution, I'd have thought Breach of the Peace could be a worthwhile consideration. As well, of course, as a detailed check of their motor vehicles, tax, insurance, road-worthiness...

Surely there must be a breach of the peace or some similar crime in there that the OB could take action on? Plus of course immediate stop and search for all 'friends and relatives', with maximum penalties sought for illegal carrying of guns and knives.
