Very much so. Violent action is only acceptable to defend yourself or others. I'd extend that to say that it is also acceptable if there is a reasonable fear it is about to occur but hasn't yet.
There aren't really any other circumstances accepting those that people like to create in their own...
Some folk are just weird. Turn up at the game, meet others, have a sing song, cheer the Albion on and then go home.
