The black box recorder does differ from the other two measures in that it is an implied threat to be used retrospectively and still allows driver choice. I suppose the key part of your response is the length and width of the wedge.

I think the problem is that whilst individual accidents are reported, the enormity of the total number of deaths and serious accidents seems to be largely absent from public awareness. If those numbers of lives were being lost in say industrial accidents or train accidents then the government...
