Errrr the need for the security side of reseting a device is to make it errrr.... secure .... in case you get it stolen or just loose it for example!!

100% you don't need a SIM in the iPhone to reset it. I have a spare 6S which I'm going to sell shortly as I now have the XS. I can still use the 6S by connecting to WiFi - and that includes reseting it!! Not sure what the problem is??
