It isn't the club's accounts that they will be looking at though. The club won't own or even build the stadium as I understand it. The club will just be the tenants.
I doubt that, the hill has quite a slope on it so the stadium will have to be sunk into it, otherwise there will be a considerably less flat pitch than the Goldstone had! The grass bunds disappearing from the design might appear to make it stand out more though.
You are talking about the detailed planning permission, we don't have that for the stadium yet, all we have is permission to build a stadium with a certain capacity and that has certain planning restrictions on it.
