If, as a STH, you don't take up your option for the 3-match package by August 15th, there is no guarantee that your seat will be available on a match-by-match basis, as others will have had the chance to select it when they have their chance to buy a 3-match-package.

I think with UEFA taking c15% of seats then the only alternative to a free-for-all was to make those who have been displaced wait for those who haven't been displaced to take up their own seats and then allow the displaced the choice of what's left. I imagine the displaced 15% would feel pretty...
