According to this article, the French were also using DST as well as the Germans and Italians. The French got rid of it in 1920. https://www.timeanddate.com/time/europe/daylight-saving-history.html

1916 first introduced in the UK, with the Germans using it slightly before in the same year. Not sure about the French.
