Basically yeah. Palmer was supposed to be very keen for the loan but we weren’t prepared to pay the fee Chelsea were going to. City always planned to get that pure FFP profit from Palmer then get Doku in to fill his spot in the squad, and Chelsea were all too happy to facilitate it.- Beanstalk
