It is restricted. You can only call it that if it's made in a certain way in certain West Country counties.

You can make a cheese in Plovdiv and call it Cheddar if you want. Nobody could do a thing. Call it West Country Farmhouse Cheddar and you might have a problem.
You find plenty of Vindaloo in Goa, though it differs to what you find in UK restaurants. The dish derives from the Portuguese carne de vinha d'alhos (meat with wine and garlic); the Goans borrowed the concept and Indianised it.
