Not sure if i am reading your post correctly but to me it suggests that if we can clean up a load of users we can also ease a load of the social issues you list. There is no down side to getting users clean so surely trying alternatives to the current system which doesn't work must be a good idea.

People make bad choices in life for many different reasons. The question is do we want to help people back to becoming reasonable members of the community or do we leave them on their path of destruction to rob and steal their way to an early grave? Seems a bit of a no brainer to me.
