An app with it's own network. I'm not denying that. I'm pointing out it's an entirely separate entity to the planned stadium Wi-Fi.

No, it isn't. The app isn't Wi-Fi. The app is an app. It even says it in the sentence you quoted. 'The app' 'will compliment the free WiFi service'. Different things.
