Couldn't they? Or did they just not have the budget for it?
Maybe there wasn't a 5m striker out there, but they had 5m in the budget, and 5m from the sale of Dunk would allow them to stretch to a more expensive one.
How do you know? Sometimes strikers click one year, simply finally 'getting it' (whatever it is for them - an attitude, a technique, etc), and one who may look to you like 10-15 goals a season at best, could bang in those 25. One who has only ever achieved up to 10-15 in his career might show...
