    Barca lowered their pitch 8' when the lower tier was converted to seating (to improve sightlines). No extra capacity was added.

    No-one has ever added a whole new tier by digging down. Some grounds they've added a few extra rows of seating but even then it can mess up the sightlines unless you narrow/move the pitch.
