Not final at all. The new decision, when it arrives, can still be challenged by LDC in court, and if they don't like the ruling they can then go to the Court of Appeal, and then The House of Lords.

Unfortunately, though, LDC can then challenge the new decision when it arrives if they don't like it. I imagine they would have done this anyway, even without todays news so this victory means that things have just moved forward on Falmer by a couple of months ( or 1 day if the judge had found...
