I've taken it to mean the beer sellers blocking the stairs and the stewards and police lining us up on the stairs and concourse instead of holding us either on the flat road or in our seats.

The first two are fair enough and were things that put some of our fans in danger. The third one happens everywhere, all the time. The fourth is laughable.
