Well I'm pleased for you that you don't need to worry about the cost or repair or the cost of your increased premiums. There are a lot of people that aren't so lucky.
But what causes accidents? There is usually someone at fault and shouldn't the victims of the person at fault have the right not to be out of pocket?
If it were more than scratches on your car, maybe broken wing mirror or dents in the panels etc would you be quite so forgiving.
I'm going to guess that when you were 9 there were considerably fewer vehicles on the road!! In 1970 when I was 8 there were about 11m licenced vehicles on the roads, now there are nearly 33m.

So, you're against being able to get money from someone who rides an e-scooter and causes you injury through their negligence? You are aware that is what most insurance claims are for, third party injuries. I also think cyclists should have some sort of insurance, at least for third party injury.
