    too simple. should have issued those with exemptions some form o medical certificate then enforced non-wearing. i believe masks are at the root of problems with rule breaking, because the lack of serious enforcement signals to people its optional and so is everything else.

    the original plan was for nurses and doctors to be redeployed along with Army medical staff, trainee and student nurses and private medical staff too. could have wasted more millions by hiring a dedicated staff.
