Yes it would be with detailed planning, but I would not trust local government on that. My answer was in regards to timed deliveries between 9 pm and 6 am.

But if office blocks like the ones in queens road and also along Western road require deliveries how will this happen when they are only open 9 to 5. I am all for car free town centre, but to just say deliveries can only be made to these places between 9 pm and 6 am is not viable.
