I can't see the logic there. If someone with a disability can drive to a place, then all of us can. And we'd all want to park, so why would they then increase disabled street parking?
What do you mean - how can it be made available? Presumably you're not suggesting blue badge holders can drive...
At the moment a disabled person can drive to town, and park reasonably centrally, for a short journey to their destination. If cars are banned, they will no longer be able to do this. It won't be illegal, but it will make accessing the centre of town much more difficult for some disabled people.
And nothing screams fun like rules and regulations!
I don't mind there being sections that are traffic free, but would hope there's still reasonable disabled access.
