The ball must be stationary on the penalty mark and the goalposts, crossbar and goal net must not be moving.

Am I right the rule is slightly different for penalties? I think the ball has to be actually touching the spot, as opposed to just over the spot when viewed from above. Not sure how consistent this is.

Yes especially today. Having lived in Liverpool since 1988, people from outside of Liverpool have no idea how badly this has effected an entire city. Everybody knows someone who was either there or died. Truly horrific that 96 people died and no-one has been held responsible.
