the different circumstances are she went abroad of her own accord and broke the law... wait, thats the same. so are we responsible for all our nationals abroad in any circumstances? or maybe outline when the state is and isnt responsible for individuals actions.

we didnt unload her, she left of her own accord. if someone is caught say smuggling drugs in/out of another country, are we responsible for their action and should repatriate them?
