Ok, I think I've foolishly jumped to the wrong conclusion. He said they have a gun problem, meaning that they don't have enough guns. He asked why anyone in the city needs a gun - and then he answered 'For protection!'

He's clearly gone insane.

Apparently the mayor has said it's clearly evidence of a gun problem. Surely he's been misquoted?
