Why didn't they do that for the Palace game then, a game that any Albion fan could have told you would have a significantly lower attendance than a winnable Saturday 3pm 5th Round tie with great ticket prices?

I agree with all you say. Having so badly mis-judged fan sentiment towards the Palace tie, I completely understand why they only opened the lower tiers initially, and the club should be applauded for the fantastic pricing of this game, including travel and allowing STHs to buy up to 3 more...
They left it until the ESL was all but sold out before opening the ESU. It was clear days before they opened it that there was sufficient demand to warrant opening an Upper Tier but for reasons known only to themselves they didn't.

STHs who aren't used to buying tickets, specifically those who don't buy away tickets, wouldn't have done so. There was no warning or prompt to let the user know to allocate to other STHs if they wished. A lot of people would have clicked through not knowing they could allocate.
I was about to post exactly the same thing, having just read the announcement. Those numbers just do not stack up.
I suspect a lot of STHs are unallocated as part of a bigger (STH + X tickets) purchase, which means they'll not be getting their loyalty points, although I suspect many won't care...
1035 now. There were 975 an hour and a half ago. Main differences:
20 new seats in W1G - lower tier groups for those that might want them.
Around 75 seats added for sale in E3B.
I accept that. But the point is that it was clear for some days that extra capacity was going to be required. Instead of opening the ESU earlier though, the club kept it closed until the lower tier was all but sold out.
So there will be a fair few folk in lower tiers who really wanted to be in...
