Not everyone would be looking to head into central Brighton, lots of visitors just use the promanade and beaches and in fact those who do are probably forced to park centrally.
East and West Hove is a good place to park for the day even if a quick shuttle bus is used.
Although this would have to be at the cost of all the businesses which use the archway properties that stretch under the road. Noy sure if it goes further, more fanciful though.

They could put underground parking underneath East Hove Lawns, and West Hove from the King Alfred to the Sea View restaurant, underneath the bowling greens. Then people wouldn't have to go right into Brighton to park.
