We could always start to limit access to the UK and then the need to build could be decreased. Its just a consequence of increased population driven by immigration, some people would rather there not be a city built each year on our small island.

Unfortunately you have forgotten to factor in the increasing population which is not gradual, if you build 1 million houses and 1 million immigrants arrive then housing stock and its demand doesnt change.
