They don't work transfer money out as you're indicating. What they do is add together the transfer fee and the wages spent over the duration of a contract. So, Ulloa cost c£2m on a four year deal; they work the cost of this out as £500,000 per year plus whatever his wages, bonuses, etc amount to.
