The Local Government Pension Scheme is fully funded by members and employers. There is no shortfall and the scheme receives no top up of the type you mention.

But (there's always a but) how does this work for those who are not earning much in the first place. They are the ones who decide not to pay into a pension because they need the money to heat & eat etc. It's all very tricky.
I guess the main problem with means-testing pensions would again be where the cut-off point is. And it could lead to a drop in paying into private / work pensions - as why would people pay into them if all it means is a reduction in the amount of state pension they receive?
