The biggest problem for a lot of younger people is pulling the deposit together; I know several people in the 30-40 age group that are paying more in rent than a mortgage would be.

From a seller's POV (I've sold several properties in the last 40 years), I wouldn't entertain an offer from someone who hadn't either got cash in the bank or had already got a confirmed buyer.
Let all of them go bust so the shares are worthless then take back under public ownership. If they're not going to go bust, impose rigid (onerous even) requirements on them to sort out thier infrastructure.

You can still remote in but if he's a bit vulnerable and gets taken in by a scammer their modus operandi is 99% targetted at windows users and malware is much less likely.
