I think that's an argument you could make for Lewis Dunk, but for Dan Burn, he's got at much chance of being stuck on the bench for Brighton next season as he would for Newcastle.
There is some sense though. If their preferred target is only available at 20m, and they'd rather spend 10 for a CB, then they going to look around to see who else might be available for 10. If they ultimately decide to spend 20 then they'll spend it on their preferred target, not on Burn.
