If Parrish only holds 10% of the shares / voting rights he is not a "Person with significant control" unless he alone can vote off all other Board members.
If Textor holds 45% of the shares / voting rights he is very likely to be the PSC

This would be hilarious. We'd be able to respond to their inevitable 'have you ever seen Brighton win a cup?' with our 'have you ever seen the Palace in the Dam' Shortly followed by Europe again Ole Ole.
Would be the best exchange. However it won't happen, sadly.

Crystal Palace are confident they will be cleared to play in next season’s Europa League even if French club Lyon also qualify despite concerns that they could contravene Uefa’s rules about multi-club ownership.
No individual is permitted to control two clubs that are competing in the same Uefa-run competition, with Lyon owner John Textor also listed as Palace’s largest shareholder at 45% through his company Eagle Football Holdings. Victory for Paris St-Germain against Reims in the French Cup final this weekend would confirm that Lyon qualify for the Europa League after finishing sixth in Ligue 1. Qualifying through the domestic League supersedes a win in a Cup competition where the the opposition failed to turn up, or were cheated.
EU president Ursula von der Leyen was approached for comment, and said; "I am not yet across the full ramifications of this ruling. But anything that keeps that rancid south London filth away from the continent in the next football season can only be a good thing. I will be liaising closely with our sports minister in the coming days".
A decision is expected before the end of May.

John Textor is attempting an audacious takeover of Crystal Palace but faces competition from the New York Jets owner Woody Johnson as the battle for control at Selhurst Park heats up before the club’s appearance in the FA Cup final next Saturday.
It is understood that Textor, who failed in his bid to buy Everton last year, has held talks with his fellow American shareholders David Blitzer and Josh Harris about buying their shares in Palace, which constitute about 36% of the club. That would take Textor’s stake to more than 80% and mean he would be able to complete a full takeover, a situation that could threaten the future of the long-serving chairman, Steve Parish.
Parish and Textor fell out in 2023 when the American, who also owns the French club Lyon, the Brazilian side Botafogo and RWD Molenbeek in Belgium, increased his stake in Palace to 45%. It is understood they remain distant, with Parish believed to have held preliminary talks with Johnson about potentially buying out Textor and the other shareholders.
It is inconceivable that this issue with Lyon would have escaped the Palace shareholders, but missing the deadline for share changes and both being in the same UEFA competition seems to me to present Palace with a real problem. Parish has to sort this one way or the other, but Textor owns 45%, and that stake has increased in value since they won the Cup and European football.
Will he offer to sell his Palace shares, but at an inflated price because Parish is over a barrel?
His ownership of Lyon is 77.49% with a total investment of £700 million. He cannot afford to f*ck Lyon about with a stake like that. His Palace shares are worth about £230million.
