I think the house would need to approve it, then trump would veto it, and then it goes back to the house and would need 2/3rds to vote against trump the second time around for it to happen. So it's not going to happen.

Not sure, but if the US keeps up the trade war with Canada then Canada may use one of its nuclear options and stop exporting potash. The US imports most of its potash from Canada, US farming needs potash. So if the yanks want to eat they may try to get potash from Russia.
