No they wouldn't. The team that finished 6th, would actually end up in 5th!
The team that finished 3rd would move up to take 2nd and everyone would follow.
Here's a convoluted scenario... the 6th placed team finishes on 78 points, Newcastle lose both their remaining games and finish on 88 points, and are then docked 10 points. They'd knock the other team out and finish 6th on virtue of a having a higher goal difference.
I'd be mightily pissed off if I was the team that missed out because of another team breaking the rules!

From The Mirror, below. If correct, it doesn't sound like a footballing related matter that could lead to a footballing penalty being imposed:
HMRC have announced that they have arrested "several men working within professional football industry for suspected income tax and national insurance fraud".
Tax evasion perhaps? HM Revenue & Customs don't mess about, they will cut through the club like a hot knife through butter.

Are you being serious? Can you provide a lengthy list of the number of businesses that the under-staffed HMRC have exposed in the last year or, just to give a bit more leeway, the last decade? What punishments have materialised as a result of such exposures?
