He can sign as an emergency loan anytime, any time except the times you quoted. Right now is not one of those times, but the belief is that if it happens it will happen later so that the loan period includes the play offs if necessary.

Although football league rule 53.3.2 states emergency loans are available.during the normal transfer.window.
