Farrow is supporting the application - now that is a surprise

You need to understand the politics of his position. He represents a ward where he has probably had a lot of his constituents moaning about the parking etc and his job is to represent their views which he has done for better or worse. He can now say he has raised their concerns at the meeting and asked the appropriate questions. These are the people who voted for him so it would be political suicide to just ignore their views.
