He's Monégasques
Monaco are quite strict about citizenship. He’d need a Monégasques parent to be Monégasques himself. Further, they do not recognize dual-citizenship so he’d have to have given it up to play for France. He could of course then given up his French passport and re-aquired a Monaco one if he was entitled to. My money is on him being French.

The unusual and somehow rather pleasing adjunct to this being “unless you’re born to unknown parents (a bastard)” in which case automatic citizenship is granted
