Why are the refs so useless when it comes to clear and obvious, and the time they take to make decisions even after it’s bleedin clear and obvious?

Glad we got another penalty converted. But I'd love to see us score in open play.

I know. I'm asking a lot.
Couldn't care less about how we score right now but I definitely want a better reaction than after we scored the last goal and just fell into some sleepy "nice, we've won"-stuff.

Ref has had an absolute shocker not giving that. VAR bailing us out thankfully.
Yes. I'm not a VAR fan at all - but I wonder whether the presence of VAR makes the refs less likely to give penalties? Both of those were so blatantly obvious that the ref should have seen them. He was well placed and looking the right way both time - how did he miss them? And then why did he take so long looking at them on the VAR screen as well?
