To sign him? I think it's because most contacts end on the last day in June, so until then he'd still be a QPR player.
Or
To announce it? Not sure, unless it's either not happening, the deal isn't finalised or, quite feasibly, an agreement between club and player for some reason. Plus, of course, many other possibilities!

I assumed the 1st July referred to when he'd become our player. They wouldn't wait until the 1st to actually sign the paperwork. And I reckon an announcement may even be before the 1st.
