Another vote for Victoria. Fantastic film.

I'll add in The Wave: brilliant and very thought provoking film.

Also loved The Tunnel, Baader Meinhof Complex, Lives of Others and Edukators as others have mentioned.

So many to choose from!

Edit: ah, just seen that The Wave has already been mentioned too!
