U-21 players do NOT get named in the 25-man squad (which doesn't have to have 25 names, of course). You therefore cannot use them to boost your HGP count.
I have been trying to find somewhere that definitively states this rule but can’t. However I did find that if you don’t have to name 8 HGP, it’s just a maximum of 17 non HGP. So a squad of 17 non HGP plus lots of under 21s would be allowed.

Indeed - last season Man City, for instance, named a squad with only 18 players (4 of whom were HGPs).
