Odd.

The 4 parameters for VAR are quite clear. The professional Leagues across the world that implement it can't just arbitrarily decide their own rules on how they want to use it (eg for yellow cards, offsides etc). It has to be consistently applied across the board, otherwise there'd be chaos.

Well, even more chaos than there already is.
