I thought the new rule was that you couldn't concede a penalty and be given a Red Card as it is Double Jeopardy

Really? blocked a shot on goal with his arm, it's an automatic red card.

Only when a player makes a genuine attempt to play the ball.

Seems to have been a penalty in the majority of the opening games so far. They don't happen that often in league games do they?
